EWDD is seeking proposals from qualified consulting teams to develop a blueprint for a Registered Apprenticeship Hub, to create a web platform for Registered Apprenticeship programs and establish at least one registered apprenticeship in a high-growth sector.

The Registered Apprenticeship Hub should be a structured framework that guides the development of an apprenticeship ecosystem, outlining best practices drawn from international apprenticeship models to create a streamlined, accessible, and employer-responsive system that supports the expansion of registered apprenticeships across high-growth industries. The hub will serve as a one-stop resource where employers, industry leaders, and training providers can receive the technical support needed to design, register, and implement apprenticeship programs. The apprenticeship web platform will complement the hub by providing a digital resource where job seekers, training providers, and businesses can access apprenticeship opportunities, application resources, and real-time labor market insights.

The Comprehensive Economic Development Strategy (CEDS) serves as a framework for local and regional economic development, focusing on setting goals and addressing barriers. It is a collaborative effort involving stakeholders from various sectors to assess current conditions and establish a clear implementation plan over a five-year period.

This Request for Proposals (RFP) is seeking qualified and experienced consultant(s) to update the following economic development planning tools that promote economic prosperity and resiliency in the City:
  • Comprehensive Economic Development Strategy as required by the US Department of Commerce Economic Development Administration
  • Jobs and Business Advancement in Los Angeles Action Plan, a local set of short- and long-term strategies to promote job creation
The City's Jobs Plan outlines strategies to support businesses and create jobs to drive economic growth. Given the significant impact of both COVID-19 and the recent wildfires on the local economy, updating both the CEDS and Jobs Plan simultaneously will help the City assess the effects of these disasters and develop comprehensive strategies for long-term recovery.
