Local Workforce Plans translate regional objectives into local operational actions by describing how individuals access services through the City of Los Angeles Workforce Development System. The Economic and Workforce Development Department, in consultation with the City's Workforce Development Board and with input from the community, produces the Local Plan every four years. The Local Plan guides workforce development through objectives such as addressing poverty, promoting equity, and fostering income mobility, which define employment, training, and supportive services for job seekers, dislocated workers, youth, and young adults.
The thirty-day Public Comment period for the draft version of its Local Plan, available online, ended on April 11, 2025. The City solicited community input, as required by California EDD WSD 24-09 “Regional and Local Planning Guidance for PY 25-28”. The final version of the 2025-2028 WIOA Regional & Local Workforce Plan will be published upon approval.
